4/18/2025 The Bankruptcy Court for the Eastern District of California is currently seeking volunteers to temporarily join our Local Rules Committee and assist with verifying that our 57 Local Rules comply with 28 U.S.C. § 2071 and Fed. R. Bankr. P. 9029. Temporary Local Rules Committee members would serve through the end of 2025. Travel to the courthouse is not required as meetings are held virtually. Parties who wish to volunteer should email a brief statement of interest and their contact information to PublicComments@caeb.uscourts.gov .
4/8/2025 AMENDED: With sadness, the court announces the passing of Judge David E. Russell. He was 90. Judge Russell was appointed to the U.S. Bankruptcy Court, Eastern District of California, in October 1986 and was elevated to Chief Bankruptcy Judge in February 1994. He retired in December 2000 and was subsequently recalled, sitting until December 2016. For over 20 years prior to his appointment, Judge Russell was a partner in the law firm of Russell, Jarvis, Estabrook & Dashiell in Sacramento, specializing in business insolvency matters. While his practice was primarily debtor oriented, he also represented creditors and trustees. After graduating from the University of California at Berkeley and receiving his law degree from Boalt Hall in 1960, Judge Russell became a Certified Public Accountant before starting the practice of law in 1965. Judge Russell left an indelible mark on bankruptcy law and the Eastern District of California. Judge Russell leaves behind his spouse, Sandra, and seven children. No services will be scheduled. Condolences may be sent to his family’s home address at 1171 Secret Lake Loop, Lincoln, CA 95648-8404. In lieu of gifts, the family would greatly appreciate donations be made in Judge Russell’s memory to the UC Berkeley School of Law.

2/24/2025 Per Local Bankruptcy Rule 5005.5-1(e), all registered users of the court’s e-Filing system must maintain accurate PACER registration. Beginning March 10, the court will verify attorneys' mailing and email addresses on bankruptcy petitions against PACER records. Discrepancies will prompt notices sent to both addresses, requiring corrections. Non-compliance may lead to an Order to Show Cause. Attorneys filing bankruptcy petitions should ensure their PACER contact information matches the petition details. Address changes can be made through PACER for those who have linked their PACER and Eastern District of California accounts. 1/29/2025 The Roster of Governmental Agencies, EDC 2-785, has been revised to include stylistic changes and a periodic update of addresses. Changes include updated addresses for the California Department of Tax and Fee Administration and the Michigan Department of Treasury, the addition of an address for the California Contractors State Licensing Board, and information regarding service to federal agencies.
