The BNC, which is operated by a private contractor, provides notice production and mailing services for the court, but THE BNC IS NOT THE COURT. DO NOT SEND DOCUMENTS TO THE BNC. Documents related to a bankruptcy case or proceeding should be sent directly to the court. |

Form EDC 2-020, Application to Pay Filing Fee in Installments, has been revised to remove the debtor's proposed terms of payment. Instead, the Clerk will order that one-quarter of the total filing fee be paid to the court at 30, 60, 90, and 120 days after the filing of the petition. The dollar amount and due date of each payment will be stated in the Order Approving Payment of Filing Fee In Installments, Form EDC 2-021, prepared by the Clerk and returned to the debtor. Please destroy all previous versions of EDC 2-020 and begin using the revised form effective immediately. New CAEB RSS Feeds Now Available Due to popular request, the U.S. Bankruptcy Court for the Eastern District would like to announce our new Pre Hearing Disposition RSS feeds. The purpose of the feed is to immediately inform its subscribed users when a new pre hearing disposition has been published. You have the option of subscribing to a feed for an individual judge as well as subscribing by location. Prior to subscribing to a RSS feed, you must have the ability to read its contents. Most email clients (Outlook, Lotus Notes, etc.) and internet browsers have RSS reading capabilities. There are also numerous free smart phone apps which are specifically designed to read RSS feeds. CENTRALIZED PROCESSING OF RETURNED BNC MAIL The Judiciary's Bankruptcy Noticing Center (BNC) contractor will begin accepting, processing and securely disposing of notices that would otherwise be returned to the bankruptcy court by the United States Postal Service (USPS). Electronic Public Access Fee Increases Effective October 1, 2012 At its September 11, 2012 session, the Judicial Conference of the United States approved the following amendments to the Electronic Public Access Fee Schedule effective October 1, 2012: Item III -- For every search of court records conducted by the PACER Service Center, the fee will increase from $26 to $30; and Item V -- For every check paid to the PACER Service Center that is returned for lack of funds, the fee will increase from $45 to $53. |

FILED STAMPS ON ELECTRONICALLY FILED DOCUMENTS Beginning mid-afternoon on Friday, August 31, 2012, electronically filed documents will no longer be FILED stamped. Instead, a header containing the case number and the 'filed' date will be placed on the first page of the document at the top. Both the FILED stamp and the header will still appear on documents electronically filed before mid-afternoon Friday. |

Application for the Cornelius Blackshear Presidential Fellowship The National Conference of Bankruptcy Judges is delighted to bestow on the Honorable Cornelius Blackshear, a dear friend and esteemed colleague, the distinction of naming their minority fellowship program, the Honorable Cornelius Blackshear Fellowship Program. This program will provide an annual stipend/scholarship for up to five minority attorneys to attend its annual meeting each year. NCBJ Blackshear Fellows will receive a copy of this proclamation, along with their stipend/scholarship, to remind them of the illustriousness Judge Blackshear brought to the U.S. Bankruptcy Court bench as he distinguished himself by his renowned scholarship and development of bankruptcy jurisprudence.
